NEA-Alaska membership is open to employees of Alaska public schools, retired Alaska educators, and college students studying to be teachers. I. ACTIVE CERTIFIED (AC-1-#)
DEFINITION: (Active certified membership includes certified Substitutes who are included in the bargaining unit.) Active certified membership shall include any person who is engaged in education as a profession in Alaska or who is on limited leave of absence from professional work or who is serving as an executive officer of the Association or local affiliate. Active certified members shall hold or be eligible to hold a baccalaureate or higher degree or a regular teaching, vocational, administrative, special services or professional certificate required by the State Department of Education. Active certified membership is limited to persons who support the goals of the Association and who maintain membership in the National Education Association and affiliated local association where eligible.
RIGHTS: Active certified members have the right to vote and hold elective or appointive office in the Association.
II. ACTIVE EDUCATIONAL SUPPORT PERSONNEL (AC-2-#)
DEFINITION: (Active educational support personnel membership includes non-certified Substitutes who are included in the bargaining unit.) Active educational support membership shall include any employee of a school district, college or university or other institution devoted primarily to educational work who is not eligible for active certified membership, including a person who is on a limited leave of absence from such employment or who is serving as an executive officer of the Association, of the National Education Association or local affiliate. Educational support membership is limited to persons who support the principles and goals of the Association and maintain membership in the National Education Association and local affiliates where eligible.
RIGHTS: Educational support members shall have the right to vote and hold elective or appointive office in the Association.
III. SUBSTITUTE (SB-1-0 Certified/SB-2-0 ESP)
DEFINITION: A substitute who is not included in the bargaining unit.
RIGHTS: Substitutes who are not part of the bargaining unit are eligible for all the rights and privileges of active members except the right to vote and hold elective office.
IV. RESERVE (RS-1-0 Certified/RS-2-0 ESP)
DEFINITION: Reserve membership is open to any person who is on a leave of absence of at least six months but not more than three years from the employment that qualifies him or her for Active membership, or who has held Active membership but whose employment status no longer qualifies that individual for such membership.
RIGHTS: Reserve members shall have all the rights and privileges of active members except the right to vote and hold elective office.
V. RETIRED (RT-7-# or RT-8-#)
DEFINITION: NEA-Alaska Retired membership shall be open to any retired member who has held membership in the Association for at least one year prior to retirement and who maintains membership in the NEA-Retired.
RIGHTS: NEA-Alaska Retired members shall have the right to vote for and hold the elective positions of NEA-Alaska Retired Director on the NEA-Alaska Board of Directors, and NEA-Alaska Retired delegates to NEA-Alaska Delegate Assembly, and, the right to hold appointive office in the Association.
VI. STUDENT (ST-0-0)
DEFINITION: Student membership is open to any student who is enrolled in or preparing for a program of study in an accredited institution of higher learning that qualifies the student for a career in education and who maintains membership in NEA, except that any person who has ever been eligible for active membership is not eligible for student membership.
RIGHTS: Student members shall have all the rights and privileges of active members except the right to vote and hold elective office.
REBATE: In accordance with NEA bylaw 2-7c, the Association shall allow credit to first-year teachers or educational support employees who join the Association during their first year of membership eligibility. The credit shall be in the form of a rebate of $10 for each year of NEA Student membership up to four years.
