Teacher Certification Fees Information—Under
Alaska law, the fees collected for certification should pay for
the costs of regulating teacher certification. Included in the
costs of certification are the costs associated with the
operation of the Alaska Professional Teaching Practices
Commission (PTPC). Alaska Statue 14.20.020 states that the
department shall, in January of each year, report on all fee
levels and revisions for the previous year to the office of
management and budget. NEA-Alaska has a continuing new business
item (NBI 93-69) that requires the Association to request the
accounting of certification fees and report finding to the
members. Annually, the report that was submitted to the
Alaska Office of Budget and Management has also been report to
Delegate Assembly.

NEA-Alaska Position Papers
The following position papers were written in response to positions adopted by the delegates to NEA-Alaska's Delegate Assembly. Each of these was written before the reauthorization of the
Elementary and Secondary Education Act
( ESEA - No Child Left Behind Act ) was signed by President Bush on January 8, 2002. Please bear in mind that the entire landscape of public education has changed as a result of the passage of
No Child Left Behind, and some of the details in these papers may no longer be accurate. Nonetheless, we recommend them to you as general statements about several key components of a quality education.
Test scores are out--now what? Can the numbers tell schools about the
strengths and weaknesses of their instructional program?
